On January 16, 1979, Bill Clements became the first GOP governor of Texas since reconstruction.  In doing so, he defeated State Representative Ray Hutchison in the Republican primary, second husband of former U.S. Senator Kay Bailey Hutchison.  Clements was well connected, having also served as Deputy Secretary of Defense under Gerald Ford.

On January 16, 1979, Bill Clements became the first GOP governor of Texas since reconstruction.  In doing so, he defeated State Representative Ray Hutchison in the Republican primary, second husband of former U.S. Senator Kay Bailey Hutchison.  Clements was well connected, having also served as Deputy Secretary of Defense under Gerald Ford.

1978 was a big year for the GOP resurgence in Texas, and Ronald Reagan played a central role.  On September 12, 1978, Reagan spoke to a crowd in Dallas at a fundraiser for Bill Clements.  Former President Gerald Ford and future President George HW Bush were also in attendance.  “Family, work, neighborhood, freedom, peace,” Reagan said.  “We should not repeat those words until they become second nature.  We should meditate on their meaning and how our policies can be applied to them.  They should be on our lips.  But they also must be in our hearts.”

Document signed, September 12, 1978, Dallas, TX, a program for this very event.  It is signed by former President Gerald Ford, future Presidents Ronald Reagan and George HW Bush, soon to be Governor of Texas Bill Clements and his wife, Rita, former Texas Governor John Connelly, Dallas Mayor Robert Folsom, and Anne Armstrong, the first female Counselor to the President and Ambassador to England. An extremely uncommon example, signed by the three last Republican presidents of the 20th century.
