Grover Cleveland Document Signed as President Commuting the Sentences of Two Men Convicted of Violating the Interstate Commerce Act
A very unusual and uncommon document in that it was signed just two weeks after taking office

Howell.” This was less than 2 weeks into his first term.

Howell.” This was less than 2 weeks into his first term.
Howell was General Manager of the Atchinson, Kansas lumber firm of Howell, Jewett & Co. and Tibbetts was an employee. They had been convicted of violating the Interstate Commerce Act and had been sentenced to 18 months at hard labor the previous December.
