A very unusual and uncommon document in that it was signed just two weeks after taking office

President of the United States for two separate terms. Document Signed as President, Washington, March 15, 1893, ordering the Secretary of State to affix the Seal of the United States to “warrants commuting the sentences of Edward Tibbetts and George W. Howell.” This was less than 2 weeks into his first term.

Howell was General Manager of the Atchinson, Kansas lumber firm of Howell, Jewett & Co. and Tibbetts was an employee. They had been convicted of violating the Interstate Commerce Act and had been sentenced to 18 months at hard labor the previous December.
