A few months earlier the Kansas-Nebraska Act had been passed, and Kansas was exploding over the slavery question. On July 6, the Republican Party was formed in Wisconsin by a group of anti-slavery politicians, and the nativist American Party was growing rapidly. Surely these political issues were on Pierce's mind in calling what was apparently an emergency meeting with Baldwin.
