Large Colorful Military Tribute Signed by Westmoreland as Army Chief of Staff During the Vietnam War

An attractive 13 1/2 by 18 inch document with a colorful eagle at the top, completely handwritten in calligraphy as a testimonial to Maj. Gen. Carl G. Turner on his retirement as Provost Marshal General of the Army, four paragraphs, each with a gilded initial letter, Oct. 31, 1968. "Mindful of your long and distinguished service to the Army, we take great pleasure in presenting to you this testimonial…Your outstanding career has been characterized by dedication to professional performance and unswerving devotion to duty…" The testimonial continues at length, giving every detail of Turner's service beginning with World War II. It concludes "…Of significant importance was the Correctional Training Facility which introduced a new concept for the rehabilitation and return to duty of military prisoners…We join in wishing you, in your retirement, continued success and richly deserved happiness." It is signed by Stanley Resor as Secretary of the Army and Gen. William C. Westmoreland as Chief of Staff. Westmoreland had just returned after four years of commanding U.S. forces in Vietnam.
