William Helmick was a Republican congressman from Ohio during Lincoln’s campaign for election in 1860, and although he lost his reelection bid, he loyally supported Lincoln, who won the state.
On May 3, 1861, President Lincoln appointed him Chief Clerk of the U.S. Pension Office, a position he held until January 31, 1865. The President had sufficient confidence in him that when the Commissioner of Pensions was away, Lincoln had Helmick exercise the duties of the office in his absence.
