Otis Fisher was commissioned as a 2nd Lieutenant in the 8th United States Infantry on August 5, 1861. Promoted to 1st Lieutenant on September 19, 1863, he served until he was mortally wounded at the Battle of Poplar Springs Church, Virginia, part of a Union offensive against the Confederate works guarding Petersburg and Richmond, Virginia, during the Siege of Petersburg, dying of those wounds on October 3, 1864.
He was brevetted Captain, US Regular Army for “gallant and meritorious services at the battle of Cedar Mountain, Va., to date from Aug. 9, 1862”, and Major, US Regular Army for “gallant and meritorious services at the battle of Poplar Spring Church, Va., to date from Sept. 30, 1864”.
Document signed, July 1, 1864, Fisher’s appointment as 1st Lieutenant, effective September 19, 1863, just 3 months before he died form his wounds, signed Lincoln as President and Stanton as Secretary of War. Framed.
