James R. Kelly entered the army in 1854 as a private. When the Civil War broke out, he was commissioned as lieutenant in the 3rd U.S. Artillery. In June of 1862 be was breveted captain for gallant and meritorious service in the battle of Gaines Mill. Late that year he was breveted major for gallant and meritorious service in the battle of Fredericksburg. He commanded a section of Battery C, 3rd U.S. Artillery at Gettysburg in July 1863. Kelly remained in the army after the war.
Document signed, with an eagle, stars, flags and cannon, Washington, February 5, 1873, promoting Kelly to full captain and to rank as such effective December 20, 1872. The document is countersigned by Secretary of War William Belknap.
