Mercer was a close friend of Washington and the two corresponded with some frequency on matters of politics, finance and law.
Autograph Document Signed, Mount Vernon (through the Alexandria Post Office, Post Marked August 18, 1788, a Franking Envelope to "The Honorable James Mercer, Esq, Fredericksburgh," with "Free G. Washington."
At the time this letter was sent, Washington had helped push through ratification of the Constitution in all states that would do so before the start of his first term. He was unopposed as Presidential candidate in the election and was preparing to form his nascent government.
