McKean was a signer of both the Declaration of Independence and the Articles of Confederation. He was Chief Justice of the Pennsylvania Supreme Court, and then Governor of Pennsylvania from 1799-1808. Matlock was Secretary of Pennsylvania during the Revolutionary War. On July 4, 1776, he read Congress's Declaration of Independence to the crowd gathered at the State House. Later that month, Matlack engrossed the Declaration of Independence on parchment, thus writing out one of the world’s most famous documents. Members of the Continental Congress began signing that historic document on August 2, 1776. Matlack later served as Secretary to the Supreme Executive Council of the Commonwealth of Pennsylvania.
Document signed as Governor, Philadelphia, May 26, 1806, granting land in Tioga County, Pennsylvania to several executors named under the will of William Bingham. The imposing, oversize document is by Governor Thomas McKean under the intact great paper seal of the Commonwealth. Matlack has also signed, indicating that the document was recorded in the Patent Book.
