Benjamin Franklin was the President of Pennsylvania, a position we call today the Governor. In 1787, he was the senior statesman of the former colonies and represented the state of Pennsylvania at the Constitutional Convention, which was held in Philadelphia, his own seat.

Robert Traill was a Scottish immigrant / turned American lawyer, who served on the Committee of Safety and in the Pennsylvania Council.

Document signed, “In Council,” Philadelphia, February 8th, 1787. “Sir, pay to the Honorable Robert Traill Esquire or order the sum of thirty seven pounds ten shillings in full for his attendance in Council until this day inclusively and his mileage.”

The Constitutional Convention was just 3 months away.
